A focus on the self-organising tendency of systems can generate highly sophisticated and nuanced approaches to change. Social determinants of health advocates frequently call for changes to policy. Webbthe theory of change is consistent with the overall purpose and principles of the UNDAF. Figure 1 illustrates the four key steps for developing a theory of change and the importance of validating each step against available evidence. In Section 3, the four key steps are discussed in detail, providing a step-by-step methodology.
