It can learn the following HMs: Fly Surf Dive Fly Surf Dive WebSamurott and Tropius make a perfect HM core in the post game. Samurott learns Surf, Waterfall, Dive, and Hydro Cannon (only starters can learn this move)! Tropius learns Cut, Strength, Fly, and Flash. Before post game, you can simply use a throwaway Normal type for Cut and Strength.
